No OCI re-issue for a new passport after age 20; cardholders must still update passport details online
With the e-OCI card launched on 30 June 2026, MHA dropped mandatory OCI re-issue on a new passport after 20. Holders still update passport details online.
In brief
- Since the e-OCI card launched on 30 June 2026, an OCI cardholder who gets a new passport after turning 20 does not need a re-issued OCI card.
- The holder must still update the new passport's details online, and Indian missions say biometrics are also needed, either when updating or at the next entry or exit.
- Physical OCI booklets stay valid, and existing holders can usually get the e-OCI card digitally without a fresh application.
One of the most common OCI chores has gone. Cardholders who get a new foreign passport after turning 20 no longer need to apply for a re-issued OCI card. They still need to record the new passport in the OCI system.
What changed
Under the guidelines the Ministry of Home Affairs issued in April 2021, an OCI card had to be re-issued once, when a new passport was issued after the holder turned 20. That meant an online application, a fee of USD 25 or the local equivalent, and a visit to a mission or FRRO with original documents. For any other new passport, a free online upload of the passport copy within three months was enough.
On 30 June 2026, Union Home Minister Amit Shah launched the electronic OCI (e-OCI) card in New Delhi. The Press Information Bureau release on the launch says that cardholders getting a new passport after age 20 will not need to re-issue the OCI booklet. Instead they must update their passport details online each time a new passport is issued. Their OCI registration number stays the same.
The Embassy of India in Minsk explained the change in a notice dated 23 July 2026. It says the Government has done away with re-issue of the OCI card in this situation. Holders must update their passport particulars online under the OCI miscellaneous services. They must also give biometrics at an Indian mission, post or FRRO, either at the time of the update or at their first entry into or exit from India after it.
Other points from the PIB release and the mission notice:
- The e-OCI card is for new applicants and for existing holders of physical booklets. PIB says existing holders can usually get it digitally, without a fresh application or physical verification.
- The whole process runs online, from application to downloading the approved card, and works on mobile devices.
- Physical OCI booklets remain valid and continue to be accepted.
- The e-OCI card can be downloaded from the OCI portal or the “Indian Visa Su-Swagatam” app, according to the Minsk notice.
- PIB says more than 50 lakh OCI cardholders stand to benefit.
Who it affects
- Adult OCI cardholders who renew their foreign passport after age 20.
- Families of children who got OCI before 20 and are approaching that age.
- Existing booklet holders deciding whether to switch to e-OCI.
What it means for you
- When you get a new passport, log in to ociservices.gov.in and update your passport details under miscellaneous services. Do not apply for a re-issue.
- Keep your new passport and your OCI document (booklet or e-OCI) together when you travel.
- If you have not given biometrics at a mission or FRRO after updating, be ready to do so at your next entry or exit at an Indian immigration counter.
- Download your e-OCI card once it is available to you, and keep your physical booklet too.
- Rules can differ between missions. Check your local Indian embassy’s or consulate’s OCI page for its current process, such as appointments and documents.
